A Parliamentary Transparency Committee concluded that the president of Aquida had a “severe” institutional conduct by tampering with facts in a video that he published about an alleged absence of Members in Parliament on a Friday afternoon.
As the newspaper Público today advanced, these conclusions on the behaviour of André Ventura had on Wednesday only the votes against the Cávez, having been approved by the other parties.
This inquiry into the conduct of André Ventura arose by determination of the President of the Assembly of the Republic, José Pedro Aguiar-Branco, following participations presented by the Liberal Initiative and PS.
On July 10, the president of Aquida published on social networks a video to convey the idea that, on Friday, the deputies of PSD, PS, IL and Livre were not working and would be in breach of their respective functions.
In view of this episode, the Parliamentary Transparency Committee concluded that the publication of this video by André Ventura is “an inappropriate and unacceptable behaviour (...), not only because it does not preserve the dignity and credibility of the sovereign body Assembly of the Republic nor does it honor the parliamentary institution, but also because it affects the duties of urbanity, institutional loyalty and due respect among Members of Parliaments”.
“ This conduct adopted by André Ventura constitutes a serious violation of the duties of Members” provided for in the Statute of Members and the Code of Conduct of Members”, reads in the opinion.
According to the content of the opinion approved, which is published on the website of the Transparency Commission, “the seriousness of this behavior” of the president of Ache “is accentuated by the omission, in the publication he made on his social networks, that on that day there were no parliamentary work due to the realization of the Free Congress, a circumstance he knew (he could not ignore)”.
That is why there was “a clear attempt to adulterate the truth of the facts, making it apparent to the outside that there was no one in the Assembly of the Republic that day, which does not at all correspond to the truth”.
The Transparency Commission concluded that the images and the political message transmitted in this video by André Ventura “are such as to create in the public the false perception that no one was working in Parliament that Friday”.
“ When the only reality that the video allows us to attest is that, at the time of recording the video (and does not know the date and time of its recording), no one was circulating in the corridors affected by parliamentary groups, nor gathered in a meeting room of a parliamentary group ", it is emphasized in the document.
Now, according to the approved report, “it is not true that on Friday, July 10, 2026, the day when there was no parliamentary work scheduled by the realization of the Free Congress, there was no one – no deputy or parliamentary group advisor – working in the Assembly of the Republic.”.
“It is therefore manifestly abusive to distort the reality that Mr Ventura sought to broadcast in the video he published on his social networks, making it appear that the Members of the targeted parliamentary groups were absent from the Assembly of the Republic and in breach of their duties. This does not correspond to the truth at all and the proof of this is that, on Friday 10 July 2026, even five hearings of parliamentary groups were held, which always have the presence of deputies and advisors ", stands out in the same document.
The opinion also condemns the use by André Ventura “of spaces that affect other parliamentary groups, without their knowledge or consent, for the production of content of political or partisan communication, as well as the unauthorised capture and dissemination of images within them, correspond to conducts that have special institutional gravity”.
“ Such conduct compromises the reservation of spaces for the autonomous exercise of political and parliamentary activity, where internal meetings can take place, preparing initiatives, defining political positions and dealing with confidential and reserved information, affecting the conditions of trust and mutual respect indispensable to the regular functioning of the Assembly of the Republic”, adds in the opinion.
