A Internal Administration General Inspection (IAI) has opened an audit of network contracts SIRESP made by the General Secretariat of the Ministry of Internal Administration (MAI) between April 2024 and May 2026, today the MAI advanced to Lusa.

In a reply sent to Lusa, the MAI refers to what Minister Luís Neves determined in June to IGAI to open an investigation process for the clearance of possible responsibilities arising from the procurement procedures promoted by the General Secretariat of the MAI “in the exercise of the powers relating to the management of SIRESP, SA., in the period between April 2024 and May 2026”.

“ On IGAI’s proposal, this process led to the opening of an audit,” the MAI said, realizing that this audit is still ongoing.

The MAI also advances that another process is taking place in IGAI involving the General Secretariat of the MAI on a contract of technology and equipment of the Integrated System of Emergency and Security Networks of Portugal (SIRESP) to the companies NOS and Motorola.

According to the MAI, this investigation was opened at the request of Luís Neves after a proposal from IGAI.

The audit and investigation follow a disciplinary procedure opened by IGAI in 2025 against former technical director of the company that manages SIRESP, Carlos Leitão, after complaints lodged by former MAI Deputy Secretary-General António Pombeiro.

This disciplinary procedure was eventually dismissed.

Carlos Leitão returned this month to the company responsible for emergency communications of the state, taking over the area of engineering and technology of the company.

The answer to Lusa about the survey and the audit appear on the day that the Minister of Internal Administration moved Ricardo Carrilho away from the General Secretariat of the MAI and when several media outlets reported differences with Luís Neves about SIRESP.

The MAI justified the dismissal of Ricardo Carrilho with the “reorganization of the General Secretariat, with the preparation of a new organic structure and procedures appropriate to the responsibilities of the ministry, printing a new orientation to the management of the service”.

Luís Neves today appointed the GNR Major General Nuno Parreira da Silva as Secretary General of the Ministry of Internal Administration.

Ricardo Carrilho was in the General Secretariat of the MAI since 2014, as deputy, having taken office as Secretary-General in January 2025.

Ricardo Carrilho's removal takes place about four months after the assistant secretary-general of the MAI, António Pombeiro, resigned from office after the renaming of General Paulo Viegas Nunes to the leadership of the company that manages the SIRESP is known.
