A PergaminhoFlash requested the administrative challenge to the jury of the public press distribution contest in all the municipalities of mainland Portugal which was won by Vasp and advanced with an urgent administrative action at the Sintra Court.
In a statement, PergaminhoFlash informs that it contests the award decision and the final report of the jury in a piece with 318 articles, stating that “among the pleas cited stand out the award criteria, alleged serious errors in the presentation and counting of the points of sale indicated by VASP and inconsistencies and omissions of the final report of the jury”.
VASP won the public press distribution competition in all the municipalities of mainland Portugal, including the low-density territories, after having improved its proposal.
In the past week, the Minister of the Presidency, António Leitão Amaro, announced in parliament that the current incumbent (VASP) won the contest “because it improved the proposal”, which is cheaper and guarantees “the existence of five points of sale per municipality of low density territory”, guaranteed by contract and with penalties, explained.
The measure is part of the Action Plan for Social Communication (CAPS) and “is responsible for the risk of several municipalities, especially inside, not having access to the press”, according to the Minister’s office.
In today’s press release, Pergaminhoflash, constituted in June by José Manuel Rogeira de Jesus, owner of Parsoc and FEPI, to respond to the competition launched by the Government, it is said that “at this stage, it will not provide any more public statements, letting the process proceed in legal terms”.
In total, the State will pay 2,288,568.70 for the three years of the contract.
“ The result of the tender is well below the initially estimated cost: a 78% reduction, resulting from the option of a competitive procedure rather than direct support for an operator. The initially estimated public expenditure was EUR 3.5 million per year, or EUR 10.5 million in three years”, according to a note from the Ministry under the supervision of António Leitão Amaro.
