Athe first expropriations for the construction of the high-speed line between Porto and Lisbon, which will connect the two cities at about 1:15 am, are advancing in the district of Aveiro. After all, what are the scheduled stops?
The line should connect Porto and Lisbon in an hour and 15 minutes in 2032with possible stops in Gaia, Aveiro, Coimbra and Leiria.
Already the high-speed line between Porto and Vigo (via Porto airport, Braga, Ponte de Lima and Valença) should last 50 minutes, also in 2032.
It should be stressed that high-speed lines Lisbon – Porto, Porto – Vigo and Lisbon – Madrid are framed at national level in the National Investment Plan 2030 (PNI 2030) and at European Union level in the Trans-European Transport Network Regulation (TEN-T).
What's the status?
As first expropriations for the construction of the high-speed line between Porto and Lisbon are advancing in the district of Aveiro, concerning more than 1,000 plots in three municipalities over 15,5 kilometres.
In question is an order of the Secretary of State for Infrastructure, Hugo Espírito Santo, of 18 September and published last week in Diário da República (DR), which covers 1,076 plots in Oliveira do Bairro (frechesia de Oiã), Aveiro (union of parishes of Requeixo, Nossa Senhora de Fátima e Noriz, and union of Axis and Eirol) and Albergaria-a-Velha (union of São João de Loure and Frossos, union of Albergaria-a-Velha and Val Maior and Angeja).
The government order declares the urgency of the expropriations of public utility, which will be in charge of the consortium that won the concession for the construction of the first batch (Porto – Oiã), AVAN, consisting of Mota-Engil, Serena, Teixeira Duarte, Casais, Alves Ribeiro, Conduril and Gabriel Couto.
“ The costs of the expropriations in question are borne by the concessionaire AVAN Norte – Management of the High Speed Railroad, S. A., for which it attests to having financial coverage ensured through bank guarantees and other financing instruments,” the Government said.
On September 15, AVAN's source said that the preparatory work for the construction of the Porto-Oiã section would start at the end of the month.
“ At the level of the work on the ground, the prospect is that we will have here the start of the first preparatory work, the first mobilizations, and we will start precisely in the south, the Aveiro area, with some work fronts”, said Álvaro Fonseca, director of operations of AVAN.
The same source had advanced that the preparatory work of the undertaking would begin with the assembly of the shipyard of the Rio Largo bridge and the Rio Vouga bridge in September and this month will take place the first excavations, as well as the deforestation and earthmoving operations.
The section Porto – Oiã (71 km) of the high-speed line Porto-Lisboa concerns the lot The first phase of the construction of the line, which also includes lot B (Oiã – Soure), which has not yet been awarded, and the second phase (Soure – Loaded), which awaits launch of the public tender.
The first stage has the completion deadline 2030 and the second stage 2032.
The Porto-Oiã concession contract, which will cost approximately EUR 2 billion, was signed on 29 July 2025 and will receive EUR 875 million from the European Investment Bank (EIB) and EUR 480 million from the Connecting Europe Facility (Connecting Europe Facility 2).
