O secretary-General of the Socialist Party (PS) will propose to the Government more measures for housing such as the exemption of added value in the sale of existing houses up to EUR 300,000 for own housing.

In an opinion article published today in the newspaper Público, José Luís Carneiro, recalls that the Socialist Party (PS) had sent a letter to the Prime Minister on August 5, 2025 with concrete proposals for housing, but has not received response, so now it is addressed to the Portuguese, proposing further measures.

The PS now proposes an exceptional regime, valid for three years, reminding that Portugal has hundreds of thousands of empty houses in a position to be inhabited.

Among the measures are the exemption of capital gains in the sale of existing houses, up to EUR 300 thousand, for own housing, reduced taxation between EUR 300 and EUR 500 thousand and the exemption of stamp tax in these purchases and in their housing credit.

It also proposes a ‘five-year lease contract, by choice of the parties, with rents taxed at a rate of 5% and with public guarantee to the landlord in case of non-payment’.

“ To set up the Renter's and Landlord's Desk, which today does not fulfil its function. The next generation of housing policies should be designed as a structural response, combining short-term responses, with a consistent horizon for the medium and long-term”, he stresses.

The Secretary-General of the PS also highlights the National Accessible Housing Service, SEINHA.

“ In September, we announced the National Accessible Housing Service (SENHA), a program for the next decade. SEINHA will combine in one system the instruments that the State already has and mobilize municipalities, cooperatives, associations and the public and private sectors to increase the supply of affordable housing,” he said.

According to José Luís Carneiro, the “proposal is being built through a national auscultation, in five axes: supply and innovation in construction; rent and taxation; public, municipal and cooperative housing; needs of young people; and social support. It will be publicly presented at the end of this process”.

José Luís Carneiro demands that the Government "stop delaying and intervening, without being, as we have done so far, in order to aggravate the problem".

The secretary-general of the PS also says that he has “lacked the government political will to advance and ability to design and execute good policies”, stating that the new party proposals will be delivered soon.

In the letter sent in August 2025 to Luís Montenegro, the PS proposed seven measures, including that the State assume the responsibility to guarantee the right to housing and give municipalities financial, technical and human means to implement local policies and a national public network of urgent and temporary accommodation, recalls in the article.
