O President of the Republic today issued Parliament's decree laying down rules for the use of flags in public buildings after vetoing a first diploma on the subject.
One official note, António José Seguro considers that the changes introduced by the Assembly of the Republic after the veto “responsively respond to objections” made by him, “allowing flags to symbolize humanitarian causes, corresponding to the international commitments of the Portuguese State and ensuring greater legal certainty for citizens and institutions”.
The new version of the decree on rules to raise flags in public buildings was approved in Parliament on September 18 with favorable votes from PSD and IL, and also counted on the abstentions of the CDS and Enough.
The first version of this decree, which came from the CDS-PP and was vetoed by the President of the Republic in June prohibited the raising of flags of ideological, party or associative nature.
The President of the Republic justified the veto of the first version of the decree with the distinction between “humanitarian causes with explicit constitutional and conventional recognition” and “partisan political positions”.
