Brazil has given the Discord platform a three-day deadline to suspend the live transmission functionality in the country, until it proves the “adoption of measures to protect children and adolescents”, after a young woman committed suicide.

Segundo a Agência Nacional de Proteção de Dados (ANPD) do Brasil, the action is part of the surveillance process established by the regulatory body to determine failures in the protection of children and adolescents in the digital environment.
The decision arises “in light of robust evidence that the company did not take reasonable measures to prevent and mitigate risks of access, exposure, recommendation or facilitation (...) above all induction, incitement, instigation or aid to violence, self-mutilation and suicide”, he said.
The precautionary measure against Discord arises at a time of pressure on the platform in Brazil, due to the death of a 13-year-old adolescent.
According to the investigations, this would have been induced to self-mutilation and suicide during transmissions in groups on the platform.
Police agencies and the Ministry of Justice and Public Security (MJSP) pointed out flaws in Discord's moderation and age control mechanisms.
The case gained national repercussions and led the Brazilian First Lady, Janja da Silva, to defend last week the blockade of the platform in Brazil and to urge the Government to take action.
Discord representatives in Brazil met with Brazilian authorities on Friday and undertook to deliver a plan to strengthen the protection of children under 18 in the digital environment, which happened on Monday.
During the negotiations, the Brazilian government demanded concrete and effective measures from the company to ensure compliance with the safeguards provided for in the legislation, including age verification mechanisms, risk prevention, identification of situations of vulnerability and protection of underage users.
Age verification and adoption of protective mechanisms for children and adolescents are obligations provided for in the Statute of Children and Digital Adolescents, popularly called Digital ACE.
According to ANPD, the suspension of live transmissions “will remain in place until the platform demonstrates the implementation and effectiveness of technical, security and governance measures appropriate to the risks identified for children and adolescents”.
“ Only with this the Discord can obtain express and prior authorization of the ANPD for reactivation, total or partial ", informed the regulatory body in the same note.
In the event of irregularities, the DPRK may determine corrective measures and impose sanctions that include a fine of up to EUR 50 million (EUR 8.44 million to the current exchange rate).
