A Câmara do Porto will vote, on Tuesday, the licensing of allotments of the old neighborhood of Aleixo, predicting the building of 78.1 thousand square meters and a contract of urbanization between the municipality and the owners.
“ The lots have foreseen a maximum building area of 78,184,00 m2, for housing (65,034,00 m2), trade and services (11,500,00 m2) and housing, trade and services (1,650,00 m2), totaling a maximum of 497 fires”, can be read in the proposal to which Lusa had access today.
The total area of the land of the execution unit is 66,553,61 square meters, with the provision of “constitution of 10 lots with a total area of 25,016,00 square meters, as well as the provision of parcels to the Public Domain with an area of 41,537,61 square meters”.
According to the proposal, “the implementation system adopted is that of cooperation, whose initiative to implement the plan belongs to the Municipality, with the cooperation of the individuals concerned, acting coordinatedly, according to the schedule established by the City Council”.
“ To this end, urbanization contract will be concluded between the municipality and the other owners”, read also.
The proposal was in public consultation between June 17 and July 10, but “in the context of public discussion no registered participation was received”.
The question is the “territory delimited by Rua do Ouro, Rua do Aleixo, Rua da Arrábida, Rua da Mocidade da Arrábida and the back of the urban buildings that face the streets of Condominhas and Arrábida”, and the urban intervention “sees the structuring of a territory for housing, with the creation of a Green Space of Collective Fruit, from the riverfront to the north”.
It also provides “the compatibility of large-scale urban projects planned for the former Aleixo neighborhood and for the former Gas and Central Thermal Gold Company”.
“UOPG [Planning and Management Operational Unit] has a maximum execution period of 10 years from the date of entry into force of this Plan”, with individuals having the initiative “in the first 5 years” and a “Cooperation system for the next 5 years, which may be anticipated for political, economic and economic reasons”.
The land in question “consists of 7 private property buildings, hereinafter referred to as 1 to 7, and the buildings corresponding to designations 2 to 6 are owned by the Municipality of Porto”.
The descriptive memory of the allotment shows that it is planned to build a new street that will link Rua do Progresso to Rua do Aleixo and from this to Calçada do Ouro, and also the extension of Rua da Mocidade da Arrábida to Rua da Arrábida.
The buildings that will be erected in the 10 lots vary between three and 15 floors above the threshold, and the cercea of these ranges from 10.75 meters to 52.25 meters.
The Municipal Master Plan (PDM), approved in 2021, determined that the Aleixo zone is a UOPG, which means that there must be consultation between the owners of those land, which in this case are three, one of which the municipality.
In October 2024, the then city councilor, Pedro Baganha, stressed that the municipal blocks should be for affordable housing.
The Aleixo district consisted of five towers. Tower 5 was demolished in 2011 and in 2013, Rui Rio's last term as mayor of Porto, was demolished to Tower 4.
The process of dismantling the remaining three towers started in June 2019, having been completed even before the set schedule, which indicated the end of the work for December.
