Pyongyang and Moscow agreed to extend cooperation in disaster response during the visit of a Russian delegation to North Korea, the official North Korean news agency KCNA reported today.
On Monday, North Korean Minister for Disaster Prevention Kim Chol-nam, together with Russian Minister of Emergency Situations Aleksandr Kurenkov, signed a cooperation plan for the next three years in a context of strengthening bilateral relations.
During the talks, the two sides exchanged experiences and examined the “results achieved by both countries in the area of disaster prevention, as well as addressing issues related to promoting bilateral exchange and cooperation”.
The visit of this Russian delegation follows another similar one in July 2025, needed the South Korean news agency Yonhap, as well as the signature, between Moscow and Pyongyang, of an agreement on training specialists and scientific and technical cooperation, last December.
North Korea and Russia have strengthened relations in various areas since 2024, following the signing of an agreement between leaders which includes a mutual defence clause in the event of aggression.
At the end of September, the Russian authorities declared that they had invited North Korean leader Kim Jong-un to visit the country.
Alongside this strengthening of bilateral ties, Seoul estimates that Pyongyang has deployed some 15,000 soldiers and more than 6,000 construction engineers and personnel to support Moscow in the war against Ukraine, and has also provided military weapons and equipment in exchange for economic support and transfer of defence technology to the Asian country.
