ANDm note sent to Lusa, the platform reported that it is talking to the regulatory agency in Brazil – National Data Protection Agency (ANPD) – to try to restore the functionality.
According to Discord, the platform remains available in the country and determination does not affect text and audio communications, including direct messages, group conversations and servers, or other features that do not depend on video or screen sharing.
The suspension covers all real-time video communication features in all platform spaces and channels, according to additional information disclosed by the company.
Discord said he was actively dialoging “with ANPD in search of a solution to restore” these resources to users in Brazil and reiterated his commitment to working with authorities to create a safer online experience.
The suspension occurs after the ANPD last week determined that Discord would interrupt live transmissions in Brazil until it demonstrated the adoption of appropriate measures to protect children and adolescents.
The decision was made in the framework of a surveillance process on the protection of children on the platform, after a 13-year-old teenager died.
According to police investigations, the adolescent would have been induced to self-mutilation and suicide during transmissions in groups on the platform.
The case gained national repercussions and led the Brazilian First Lady, Janja da Silva, two weeks ago, to defend the blockade of the platform in Brazil and to urge the government to take action.
The Discord, however, contested the characterization made by the ANPD, adding that it does not tolerate groups or individuals that promote or encourage violence.
According to the company, a private server was investigated in which individuals involved in criminal activities will have encouraged self-mutilation and that this server was removed before the death of the adolescent.
Discord stated that the server required an invitation to enter and could not be found by other users of the platform, adding that it has teams dedicated to disintegrating groups, removing content that violates their policies and acting against malicious people.
The company also said it has specialized teams that seek to detect users considered high-risk threats, identify possible victims and mitigate risk behaviors by removing people and content.
In a statement released last week, the ANPD reported that the suspension of live transmissions “will remain in force until the platform demonstrates the implementation and effectiveness of technical, security and governance measures appropriate to the risks identified for children and adolescents”.
In the event of irregularities, the DPRK may determine corrective measures and impose sanctions that include a fine of up to EUR 50 million (EUR 8.44 million to the current exchange rate).
