Dand in accordance with Order No 10855/2026, the objective is to respond to the requests made by Novo Banco and Caixa Econômica Montepio Geral, which, on the basis of the forecasting of the credit operations to be carried out and the allocation of the operations to their portfolio guarantee, requested an increase of EUR 40 million and EUR 60 million respectively.

According to notes, “the allocation of portfolio guarantee operations and the reinforcement values requested reflect the importance of the measure, to encourage accessibility of housing for young people, which is of manifest interest to the national economy.”.

The public guarantee for permanent own housing credit to young people up to 35 years (including) applies to contracts signed by the end of 2026 and allows the State to guarantee up to 15% of the value of the transaction as guarantor.

The maximum amount of the guarantee to be granted by the State was initially set at EUR 1,200 million by order No 13588/2024 of 12 November and its allocation to the acceding institutions was fixed by order No 14916/2024 of 13 December.

This ceiling was further strengthened in September 2025 and April of this year, respectively by EUR 350 and EUR 750 million, totaling EUR 2,300 million.

The amount of the portfolio guarantee of each financial institution may be strengthened upon request by them.
