State reform has €107.6 million in OE2027

The State Budget report for 2027 shows that the State Reform will have a total allocation of €107.6 million, with emphasis on the financing of digital projects and training of the Public Administration.

A state reform has a consolidated total expenditure allocation of €107.6 million, according to the report accompanying the proposed state budget for 2027.

 

According to the document, “the State Reform Legacy Programme shows a consolidated total expenditure allocation of EUR 107.6 million in the budget for 2027”.

The report further details that, “excluded the expenditure allocation for the Recovery and Resilience Plan (RRP), the allocation amounts to EUR 96.8 million, which represents an increase of 27.1% compared to the estimated 2026.”.

On the other hand, “from the expected total revenue, with the effect of the PRR (10.8 million euros), revenue originating in transfers of entities (43.8%), in particular from the funds coming from Chapter 60 — Exceptional expenditure of the State Budget” stands out.

They are mainly aimed at “funding initiatives associated with the State Reform projects, to be developed by the State Technological Reform Agency, I.P. (ARTE), namely the National Digital Strategy, the Digital Competences Pact, the National Artificial Intelligence Agenda and the Sovereign Cloud, which aim to contribute to the improvement of the functioning of public services,” according to the report.

According to the document, it also assumes importance “tax revenue (35.3%), for financing the activity in the Citizen's Trades and Citizen's Spaces, as well as the set of strategic projects, carried out by ARTE, and the training and training plan for the human resources of the Public Administration, coordinated by the National Institute of Administration, I.P. (INA)”.

On the other hand, the own revenue, especially from the sale of current goods and services, led by ARTE, “decurrent from the use of spaces in Citizen’s Stores, digital mobile key authentication and the use of SMS gateway and dematerialized account, electronic certification and issuing of SSL certificates from the portals of the whole Public Administration” reflects what is “the result of the new competences assigned, whose revenues are signed in protocols established with the entities”.

The revenue from European funds, indicated, “is intended for projects associated with the improvement of the public service provided, through the dissemination of the digital resource between the Public Administration and citizens, the development of sectorial solutions of artificial intelligence for the Public Administration, to be developed by ARTE, and also in the area of digital skills training and training of employees and managers of the Public Administration, through the adoption of new technological tools, guaranteed by INA”.

As regards investment expenditure, “with a weight of 24.5% in total expenditure (EUR 23.7 million), it focuses on actions to be undertaken by ART, also in the context of the State Reform projects,” he said.
