O australian Deputy Prime Minister and Defense Minister Richard Marles and Timorese Prime Minister Xanana Gusmão signed a new framework for cooperation in defence today.

“The Defence Cooperation Framework will provide the basis for progress on military coordination, training and education and, above all, on joint defence exercises,” said the Australian Deputy Prime Minister.

Richard Marles spoke to journalists after the signing of the agreement at the Timorese Ministry of Defense in Dili with Xanana Gusmão, who is taking over his government's Defense portfolio.

“ We are therefore very pleased with the significance of this framework for cooperation in defence and with what it will allow for much deeper involvement between the defence forces of our two countries,” the Australian Deputy Prime Minister stressed.

Richard Marles also announced a “support of 62 million dollars [55.2 million euros] over five years” to strengthen cybersecurity capabilities in East Timor.

“ This will include a significant strengthening of the operational capacity of the Timor-Leste Police, in particular in the field of maritime surveillance and safety. Three new police vessels will be made available, as well as support in the area of digital forensics, which will help the authorities to combat cyber crime,” he said.

The Prime Minister, Xanana Gusmão, said that the agreement will allow more skilled defense forces for disaster management and maritime security, including in combating illegal fishing and other illicit activities.

“Similarly, in the area of cybersecurity, we must continue to learn and improve our responsiveness to international organised crime and many other challenges,” added Xanana Gusmão.

Timor-Leste and Australia established a new partnership in early 2025 to promote cooperation, job creation and the development of the Greater Sunrise gas field.

The visit of the Australian Deputy Prime Minister to Dili continues on Thursday with a visit to the Timor-Leste National Police and a meeting with the Timorese President, José Ramos-Horta.
