O former leader of the United States Barack Obama today recalled in Lisbon that a president cannot start a war without submitting that decision to parliament.

“ Technically, a president cannot start a war without parliamentary approval,” he commented, receiving strong applause from the audience, during the conversation he attended at the end of the sixth edition of the Game Changers Forum at Meo Arena.

Obama, who held the White House for two terms between 2009 and 2017, and received the Nobel Peace Prize in 2009, did not explicitly refer to the current US President, Donald Trump, who did not ask for legislative permission to trigger the attacks against Iran.
