Ahigher education institutions will provide more than 20,000 vacancies for teacher training by 2030, after signing new agreements with the guardianship for more 3,020 vacancies than initially foreseen.

In a statement, the Ministry of Education, Science and Innovation (MECI) recalls that the country needs to recruit about 20,000 new teachers by 2029-2030 and approximately 39,000 by 2034-2035.

With the new 15 program contracts and five additions signed today, there is an expected increase of 17.5% compared to the previous scenario, increasing the total capacity of the network to 20,292 vacancies available between the current school year and 2029/2030 — 5.816 in Basic Education and 14,476 in Master's in Education.

In total, the active network comes to rely on 25 contracts that aim to combat the structural scarcity of teachers by increasing the offer in basic education and master's degrees in education.

The new contracts cover the Universities of Aveiro, Beira Interior, Coimbra, Évora, Madeira, Minho, Porto and Azores, as well as the Polytechnics of Beja, Bragança, Castelo Branco, Coimbra, Guarda, Viana do Castelo and Viseu.

The five addendums update the study cycles and the number of vacancies provided for in the agreements concluded in 2025 with the University of Leiria and West, the Technical University of Porto, the University of Trás-os-Montes and Alto Douro, and the Polytechnics of Portalegre and Santarém.

To encourage the increase in vacancies and the attractiveness of the courses, additional funding is maintained by graduates: 30% in the master's degrees associated with 11 priority recruitment groups and with greater shortages identified by the executive (which include areas such as Pre-school Education, the 1st Cycle of Basic Education, Portuguese, Mathematics, History, English and the Sciences of Nature and Physical Chemistry), 20% in the other master's degrees that qualify for teaching and 10% in basic education.

These programme contracts are linked to other career enhancement measures, including the replacement of service time, travel support and scholarships for students and trainees.
