Agency for the PTRR has mandate until 31 December 2034

O PTRR is a government investment plan worth EUR 22.6 billion, lasting nine years, and was created to respond to the disaster of floods and storms, which occurred in early 2026, and to increase the resilience of infrastructure throughout the national territory to prevent future events.

The Agency for the PTRR shall operate on the basis of the member of the Government responsible for territorial cohesion, without prejudice to the general delegation and sub-delegation arrangements.

The term of office of the Agency for the PTRR runs until 31 December 2034 and may be extended, “by reasoned decision, by resolution of the Council of Ministers, taking into account the degree of fulfilment of its objectives, measured on the basis of the presentation of the final report provided for in the previous paragraph”, reads the diploma.

The agency will be represented by its president, Luís Leite Ramos, and will meet three times a year with non-governmental members of the Territorial Concertation Council, and representatives of parishes and municipalities.

The agency will also have representation of mercies and mutualities, as well as agricultural confederations.

The body shall be responsible for the physical and financial implementation of the reforms and investments of the PTRR, ensuring continuous monitoring, progress in the results achieved and identifying possible constraints, which shall signal to the competent authorities.

The President of the Agency and the other elements will work exclusively.

“ The President and other elements of the Agency for the PTRR are subject to the duties imposed on workers in public functions, and perform functions on an exclusive basis, unless expressly authorized by the President, free of working hours, and without the right to any remuneration increase, in addition to the remuneration provided for in this resolution”, reads the note.
