O level of urban rehabilitation activity and the order portfolio slowed down 3.7% and 0.1% in September, respectively, according to the barometer today released by the AICCOPN sector association.

“ In September 2026, the qualitative indicators of urban rehabilitation showed a worsening of the negative evolution of the activity and a reversal of the growth trend of the order portfolio, with both indexes recording negative annual variations ", said the Association of Industrials of Civil Construction and Public Works National (AICCOPN).

Thus, the activity level index showed a negative annual variation of 3.7%, while the order portfolio index declined by 0.1% compared to September 2025.

As regards the contracted production, the companies indicated on average 9.5 months of activity at a normal pace of execution a gain from the 9.4 months recorded in the same period of 2025.

As regards data on the licensing of rehabilitation works, they continued to show negative developments.

According to the information provided by the National Institute of Statistics (INE), until August 3,744 rehabilitation works were licensed, minus 14.4% compared to the homologous period.

AICCOPN details that this reduction occurred either in the number of licensed works in residential buildings, which decreased 10.6%, or in non-residential ones, in which it retreated 20.1%.

The association notes, however, that the licensing statistics cover only operations subject to municipal prior control, not reflecting the totality of the rehabilitation interventions actually carried out.
