A House of Viseu today approved an urban study on 36 hectares for housing, commerce, services and green and sports areas which, together with others, promotes hundreds of housing fires.

“ This is the fourth urban study in one year and concerns the area of Rio de Loba, behind Fontelo and even Gumirães. There are 36 hectares that are now defined for what is construction of housing, trade and services, and also parks, green spaces and other infrastructure ", said the mayor, João Azevedo.

According to the mayor, this was the fourth urban study of the executive in the last year, since he took office in October 2025, “a total of 73.5 hectares of area – today’s is the largest.”.

Previously, studies were approved in the area of Repeses (south of the city), in 15,4 hectares (ha), Viso Norte (east entrance), in 10,4 ha, and also in Aguieira (north of the city), 11.7 ha.

The city councilman Miguel Pipa, at the end of the Chamber meeting, told journalists that the studies “have everything identified, that is, allows owners and investors to decide what to do” on their land.

“ Today’s study provides an area for a lot of housing, spaces H3, i.e. for three, four-story buildings, there are 23 ha for this purpose and 1.4 ha for H4, i.e., higher buildings, and for construction H2, 1.3 ha “, advanced Miguel Pipa.

The councilman also said that the total area includes 16.7 ha for central spaces; 8.7 ha for equipment, 7.6 ha for public green and 1.3 ha for infrastructure.

“ These studies do not define the typology of construction, only the occupation of the soil and the allowed height, therefore, we cannot count the number of housing fires, but we are talking about many, of hundreds of them ", said Miguel Pipa.

The unlocking of the study “also allows routes of connection between these points of the city, which will help a lot in the flow of traffic” to the neighborhoods of the city.

Miguel Pipa added that the 73.5 ha unlocked this year refer to “urban soil, but not structured, either construction lots or streets”.

“ These studies were conducted and defined in shared meetings, that is, with the participation of owners and investors” of the land, added Miguel Pipa.

The mayor, João Azevedo, said that “this planning and organization of the territory, and of the city, is the response to many requests that existed over the years and that it was one of the biggest complaints of the municipalities”.

“ This later impacts greatly on the review of the Municipal Master Plan (PDM), but this work, which is neither seen nor felt, is of enormous importance for the development of the city, because it is now defined and we have a response to give to citizens ", defended.
