Segundo informed the organization in a statement quoted by the newspaper ‘Philastin’, Al Haya transmitted to mediators and allied governments his concern at the scalar of attacks during the conflict.
The first phase of the peace plan for Gaza, supported by the US and agreed between Israel and Hamas in October 2025, focused on an immediate military ceasefire and the exchange of prisoners for hostages, being mediated by the US, Qatar, Egypt and Turkey.
While the first phase established a temporary suspension of hostilities and exchanges, complex issues concerning permanent governance, long-term security and full disarmament of Hamas were postponed to subsequent stages of the agreement.
The Palestinian leader also warned of the rapid deterioration of the humanitarian crisis in the enclave in the face of the approaching winter, aggravated by the blockade of heavy machinery for reconstruction work and restrictions on the supply of temporary shelters, campaign tents and cold protection equipment.
Hamas denounced that the resumption of selective attacks and military operations, which claims to extend to the West Bank and access to the Al Aqsa mosque, undermines the prospects for stabilisation and violates multilateral commitments relating to recovery and reconstruction.
In this sense, al Haya urged the mediating parties, the representatives of Egypt and Qatar, to exert the necessary pressure to immediately authorize the entry of rescue and assistance material.
For their part, the mediating countries reaffirmed during the talks their commitment to maintain emergency assistance to the civilian population and ensured that diplomatic efforts will continue with actors with the capacity to ensure full implementation of the White House agreement.
The Gaza Strip war was triggered by Hamas-led attacks on 7 October 2023 in southern Israel, in which some 1,200 people died and 251 were taken hostage.
In retaliation, Israel launched a large-scale military operation in the enclave, which caused more than 73,000 deaths, according to local authorities controlled by Hamas, with the destruction of almost all the infrastructure in the territory and the displacement of hundreds of thousands.
Since the beginning of the current ceasefire, agreed in October last year, the Gaza Strip authorities have counted more than 1,300 Palestinians killed in attacks by Israeli forces, which maintain high restrictions on the entry of independent journalists and observers into the territory.
