O prime Minister Louis Montenegro spoke after the European Council, stressing that Ukraine’s President, Volodymyr Zelensky, “has revealed a special intervention and commitment to achieving a peace solution, which, unfortunately, has not yet been echoed by the other party involved, Russia”.
