Mozambique expects “good news” from the IMF on new support programme

The Mozambican Minister for Planning and Development said he expected “good news” from negotiations with the IMF for a new financial support programme, considering it vital to strengthen the trust of international partners.

“IT IS vital because it not only has to do with the resources that they can channel, but also with the signal they transmit at the level of other institutions and financial partners, and we believe that we will have good news soon,” said Salim Valá, in the margins of the second National Conference on Climate Financing in Maputo.

 

The position arises at a time when Mozambique and the IMF continue negotiations for a new financial assistance programme, following the latest technical mission of the institution to the country, held in September.

In the margins of the conference, which brings together public institutions, development partners and private sector to discuss mechanisms for financing climate change adaptation and mitigation projects, the governor admitted that the resources currently available remain below the investment needs of the country.

“ The resources are still not enough for what the investment needs are, even considering that in January 2026 we had these floods that greatly affected the southern zone and the central zone of the country,” he acknowledged.

According to Valá, although the economy maintains a growth that it classified as “fragile”, after the impacts caused by the climate shocks that worsened at the beginning of the year, there are signs of improved economic activity.

For the minister, a “more robust, meaningful” growth rate of Gross Domestic Product (GDP) will depend on the dynamism of companies, on the increase in the production of goods and services and on the extension of the tax base.

“ Sustainable economic growth is what makes it possible to generate more revenue to finance development priorities,” he said.

On 18 September, the IMF announced that negotiations with Mozambique for a new financial assistance programme will continue in the coming months after a ten-day technical mission to Maputo.

In a statement released at the end of this mission, IMF delegation chief Pablo López Murphy said that “discussions about the reforms needed to pave the way for a fund-supported programme will continue in the coming months.”.

On the same day, the Mozambican Ministry of Finance indicated that the mission allowed “start discussions for a potential credit facility program”, paving the way for a possible technical agreement between the parties.

The government added that a new mission is planned in November to discuss the conditions, indicators and goals of the program, keeping the expectation of reaching a formal understanding before the end of the year.

Negotiations take place under a possible programme under the Extended Credit Facility (ECF), a concessional financing mechanism for low-income countries.
