O Mozambican government wants to strengthen formalisation and supervision of businesses across the Internet by providing for mechanisms for tracking and monitoring economic activities on digital platforms.

The intention was advanced today, in Maputo, by the spokesperson of the Council of Ministers, Innocent Impissa, in the margins of the 30th ordinary session of the body, by answering questions about the growth of digital credit granting platforms and other economic activities carried out in the virtual space.

According to the person responsible, the measure fits into the implementation of the recently approved decree on electronic transactions and digital trade, as well as new monitoring mechanisms for online activities.

“ A decree on electronic transactions of various types of business and electronic commerce was recently adopted,” he said.

The spokesman added that the new legislation should ensure “the conformation of these activities”, “the formalization of these activities” and define how they participate “in the process of the collective construction of Mozambique”.

According to Impissa, entities such as the Digital Transformation Agency will have responsibilities in monitoring operators carrying out economic activities through digital platforms.

The person responsible stated that the growth of economic activities on the Internet requires monitoring mechanisms by the authorities with a view to their integration into the legal framework and formal State supervision mechanisms.

“We have, for example, many radio, television channels, we have blogs and other things. In some of these cases they are people until they trade, they earn (...) They are people who must contribute to the country somehow,” he said.

Impissa added that the process should be implemented gradually and involve different public entities.

The spokesman said that the work should involve institutions linked to communications and the digital sector, defending a framework that enables the development of these activities to be compatible with the State supervisory mechanisms.

“The Ministry of Communications should certainly be working with the National Council of Social Communication and other entities to see how this is done in a friendly environment,” he added.

The initiative arises after the Government has approved in recent months a set of diplomas on digital transformation and regulation of electronic platforms, including the creation of the Digital Transformation and Innovation Agency (ATDI) and the review of the licensing rules of digital platform operators.

Last March, the Council of Ministers created the Digital Transformation and Innovation Agency, an institution responsible for coordinating the digital transformation of the state and the integration of digital platforms.

In November 2025, the review of the registration and licensing regulation of digital platform operators and electronic service providers entered into force with the aim of improving sector control, strengthening operators’ accountability and forcing international platforms to have representation in the country.
