O Government presented the proposal of the State Budget for 2027 (OE2027) on Thursday and explained, through the website dedicated to the document, what are the main changes for families.
“The State Budget for 2027 focuses on improving family income and living conditions, strengthening public services and developing the country. From housing to health, from income to mobility, this is an instrument that seeks to meet the needs of families, promote inclusion and territorial cohesion, leaving the country more prepared to respond to the challenges of the future ", can be read in that portal.
In 8 points, the government summarizes the changes:
- Income: “Higher wages. Less inequality. Continue the valuation of income, with the aim of increasing the national minimum wage to 1,100 euros by 2029 and creating conditions for the average wage to reach 2,000 euros by the end of the decade. In 2027, the National Minimum Wage (NWM) is expected to reach 970 euros, allowing wage disparities to continue to be reduced. Family taxes will continue to decrease. Families will experience a tax relief of EUR 2.9 billion in 2027”;
- Housing: “More houses. More accessibility. More opportunities. Strengthening public housing supply, promoting income at moderate costs and supporting families with greater difficulty in accessing housing will remain priorities. In 2027, EUR 1,513 million was earmarked for public housing promotion and rehabilitation programmes and the financing of 45,000 new dwellings not covered by the RRP. Urban simplification and modular construction will help accelerate the response”;
- Health: “More consultations. Less wait. Care for everyone. Increase the number of consultations in health centers and hospitals and create the National System of Access to Consultations and Surgery (SINACC). Strengthen continued care, expand response to game-related additive behaviour and implement the population-based screening model approved in 2026”;
- Social Action: “More support for families. More inclusion, leaving no one behind. Strengthen social protection and the fight against poverty, implement Single Social Benefits and maintain the gratuitousness of daycare centers, extending the available answers. Valuing informal caregivers, improving accessibility and promoting the inclusion of people with disabilities, also reinforcing support for children and vulnerable groups, are priorities for families”;
- Public Services: “A simpler, digital and closer state. Accelerate the digital transformation of Public Administration, using Artificial Intelligence responsibly to simplify procedures and reduce response times. Implement LicencIA, strengthen digital services gov.pt, extend the documents available on digital platforms and improve service in Citizen’s Stores and Spaces”;
- Transport and Infrastructure: “More mobility. Better calls. A more connected country. Advance with strategic projects in various infrastructures, including the Alportel and Foupana dams, the desalinizer of Albufeira, the High Speed Line, the Third Cross over the Tagus and the rail links to the New Airport. Strengthen public transport with the goal of exceeding 310 million passengers in 2027, and encourage the acquisition of zero-emission vehicles”;
- Security and Justice: “More prevention. More protection. More proximity. In 2027, we intend to strengthen the security forces' personnel and means, modernize equipment and strengthen Civil Protection. Intensifying the prevention of domestic violence, sexual violence, trafficking in human beings and road accidents are other axes of action. Recruit 200 new prison guards, promote another 200 and create 4 new Victim Support Offices”;
- Culture and Sport“More culture. More participation. A more active country. Promoting a diverse and accessible cultural offer throughout the territory, especially valuing low density regions and traditional crafts. Continue sports development, strengthen Sport for All and support the requalification of sports facilities”.
