O PAN submitted some 90 proposals for amending the State Budget for 2027 (OE2027), including the return of VAT from the essential basket to the families in need and the deduction of interest on house credit.
In a statement released today, the last day of the deadline for submitting amendments to the OE, the PAN presents its priorities for discussion in the specialty after being abstained in the general vote, justifying this position with the will to keep open the negotiation with the Government.
The party proposes that the most deprived families be exempt from VAT on the goods of first need, presenting the expenses for the return of the tax.
In housing, the PAN intends to allow the deduction, in the IRS, of the interest paid on loans for own and permanent housing, in particular for households with lower and medium incomes, as well as the strengthening of public housing financing, affordable lease and cooperative models.
The party also proposes a moratorium to increase the exemption from value added tax from three to five years, up to the end of 2029, covering situations of permanent or second house housing, as well as the increase to a thousand euros of the income deduction limit in IRS.
In animal protection, the party represented by Inês de Sousa Real in Parliament insists on the fall from 23% to 6% of the VAT of veterinary services, either creating an animal health valley for more deprived families, proposes the end of public support for bullfights and the replacement of the PSP’s “Animal Defense” complaint line.
In environmental matters, it advocates the end of fossil fuel subsidies and a climate transition that does not fall “desproportionally on lower income families, without accessible transport, energy and housing alternatives”.
In health, the PAN wants to pay 100% of losses due to cancer disease and to create a national plan for rare diseases, as well as to strengthen the hiring of psychologists for schools and higher education.
In the field of mobility, the party proposes a “Va-Va-Ve” pass that allows free movement throughout the country in public transport, a “bicycle check” to encourage the purchase of bicycles by children and young people.
The proposals include the VAT exemption on menstrual products and the creation of a plan to combat sexual violence on images.
