PSD councilors say that “there is lack of rigor” in the House of Leiria

Othree councilors elected by the PSD in the Chamber of Leiria today stated that “there is lack of rigor” in the autarchy of socialist majority, exemplifying with the “constant” errors in the instructions of the works competitions.

“ During this term we have come to realize that things often do not work well. There are constant errors in the way the House does its competitions, often misplaced. The process is often ill-educated and we draw attention to this”, denounced Nuno Serrano, in a press conference that intended to take stock of a year after the inauguration of local elections.

The Social-Democratic Councillor criticised that sometimes they are confronted with documents to approve, which will then be changed, because “approve things that are not in the documentation” that were given to them.

According to what he had to do, the information arrives incorrectly and instead of the point being removed to be later voted with the corrections, the mayor of Leiria, Gonçalo Lopes (PS), sends to vote and says that he then changes. “We don’t know what the final document looks like and whether or not there are corrections,” he lamented.

Nuno Serrano exemplified with several public tenders, that “a large part of them go back, or because they are misrepresented, or because they are poorly budgeted, or because they have problems in the projects”.

“It’s not something that happens every now and then. It's something that happens at every meeting. There is a lack of rigour in this House and when we talk about too high values,” he said.

The mayor exemplified with the award of “a direct adjustment of EUR 4.6 million and the instruction was all wrong”.

“There were two specifications, there were elements of contracts to refer to clauses that did not exist” and “in certain documents the House had to make payments for 30 days and in other 60 days,” he said, when he said that still today the PSD councilors do not know what the payment time is.

Giving another example, Nuno Serrano said that in the award of the work of recovery of the building of the Paços do Conselho, amounting to 1.2 million euros, approved at the last executive meeting, came information related to the work of a school.

Claiming that the PSD goes to the “very well prepared” Chamber meetings, “often more prepared than the executive himself,” Nuno Serrano revealed that at about 30 meetings held during this year, the Social Democrats councilors analyzed about 22,500 pages of documents and appreciated 1,150 proposals for deliberation. “We voted 80% in favour, 3.5% against and the rest we abstained,” he noted.

Nuno Serrano also criticized that the PSD submits proposals for the municipality, which are failed in a chamber meeting, but then appear with a reform for vote by the PS.

Councilwoman Luísa Gonçalves reinforced that the votes against PSD in many cases are not against the realization of the works, but “because instruction has errors”.

“ The part of the works goes badly, from the beginning of the specifications to the completion. The execution projects have errors, there is incompatibility between the specialties, the maps of quantities are full of problems, and this will be reflected in the stop of the work ", observed the councilwoman.

For Councilman João Curado, the “Chamber missed the opportunity to use the PRR [Plan of Recovery and Resilience] to do several things in the county, including housing”. “The PRR was wasted to do what the council needs.”
