O Mozambican government today approved in the Council of Ministers the regulation of compulsory retirement of state officials and launched the central public procurement to strengthen transparency and reduce costs in state procurement.
“ It is not the official who requests the extension of the retirement age limit. Those who have to express this are the State”, explained in Maputo, the spokesman of the Council of Ministers, Innocent Impissa, at the end of the 30th ordinary session of the body.
Among the diplomas approved at today's meeting is the law on compulsory retirement by age limit, which lays down the procedures for the termination of the duties of officials and officials of the State and for the possible extension of the service time.
The measure regulates the law passed in 2026, which increased from 60 to 65 years of age the mandatory retirement age of state officials and agents, allowing the stay up to 70 years in careers considered strategic.
According to Impissa, the continuity of employees beyond the legal age will always depend on the interest of public administration.
“The first element is the interest of the State, then the acceptance of the employee and then the medical board that confirms that that person is qualified to do the work”, he explained.
The spokesman recalled that the government initially estimated around 19,000 officials covered by the new legislation, admitting that the number may have increased in the meantime.
“The number may have increased, or at least oscillated for more people,” he said.
The Council of Ministers also announced the launch of the State Procurement Centre (CAE), an instrument that the executive presents as a way to make public procurement procedures more transparent.
“ The competitions for acquisitions of capital goods and larger goods will be published on the unique page of this acquisition center ", said Impissa.
According to the spokesman, the new system will allow to accompany the competitions from the opening to the award, facilitating the public supervision of the procedures and hindering situations of favoring and corruption.
“ It will be easy to detect cases of corruption, cases of some favoritism, because everyone will have the possibility of seeing, accompanying and naturally intervening”, he said.
In addition to strengthening transparency, the executive hopes to achieve savings through aggregate purchases.
“ When the acquisition is made by scale, the tendency to negotiate prices and lower prices is higher”, he said.
Impissa added that the platform will allow “all actors to become fiscal also in the procurement process”.
During the session, the Government also approved the regulation of the law on State representation in the provinces – which elect a governor of the province – to clarify the role of provincial secretaries of state in the context of decentralization.
“The Secretary of State must ensure that the actions of the central government that are not decentralised are monitored in the territory,” he explained.
According to the spokesman, the diploma also defines the mechanisms for supervision and oversight of the services of the State at the provincial level.
The Strategy of the State Administration and Civil Service Sector for 2026-2035 was also approved and 1,444 geographical names of roads, units and territorial subunits of 14 municipalities were approved.
The Council of Ministers also appreciated the preparations for the official launch of the State Procurement Centre and the assessment of the proof of life of officials and state officials held in 2025.
