A measure results from the restructuring of the current Social Security Vault and aims to guarantee the Public Administration benefits that already exist in the private sector, as explained António Estote, a member of the technical group of RINAR (Roadmap for the Implementation of New Remuneratory Architecture).
The Ministry of Public Administration, Work and Social Security today in Luanda promoted a clarification session of the ongoing program since 2023 to harmonize the organization, careers and remuneration in the Angolan Civil Service.
One of the novelties provided for in the roadmap will be the creation of more non-payment benefits for civil servants that will enable them to “pay goods in instalments or ask for an advance on an emergency” as well as to finance health insurance, training, or to obtain housing credit bonuses.
The restructuring of the Social Security Vault is one of the measures provided for in the roadmap which, as the responsible pointed out, “is not a reform”, but “the path that will be followed to solve the problems gradually”
One of the results of the RINAR presented is the simplification and harmonization of careers and positions, previously dispersed by 23 presidential decrees and now with “one single decree for all”.
The roadmap is also intended to create a remuneration table for the Civil Service with “a transversal rule for all” and, “in function of the sector, market, productivity and profitability of companies, can define their remuneration policy”.
“This will allow you to eliminate arbitrariness and improve the level of transparency in remuneration. The goal is to evolve even more, to implement the single salary table ", said.
According to António Estote, contrary to “other realities such as Portugal, Brazil and Cape Verde”, which have a single salary table, “RINAR defines policies and proposes scenarios”.
“ The implementation remains of the ministerial departments, depending on the financial programming, those that have no budgetary impact refer to the schedule of the Executive, to fit its approval ", clarified.
He stressed that the single salary scale can only be implemented immediately if it has no budgetary impact.
If you have, added, “it is dependent on the Executive’s programming”, specifically the General Budget of the State (OGE), because it is public expenditure that needs approval from the National Assembly.
