The new tools, launched in France on 22 July, after having already been introduced in other countries, allow users to interact with an AI in content search, presenting the ‘links’ of the newspapers at the bottom, which may lead to a significant loss of digital traffic.
According to several French entities, cited in the statement, in countries where these tools have already been introduced, the drop in traffic was estimated to be between 33% and 38%.
The introduction of these tools occurs, moreover, before the start of the negotiations that Google was obliged to negotiate, indicate the editors, which leads them to resort to regulatory institutions.
The French Competition Authority had already sanctioned the US company in 2020 for unfair practices and imposed an obligation to negotiate with newspapers.
Two years later, he imposed a fine of EUR 500 million for failing to comply with these commitments, which led Google to establish contacts and reach an agreement for the remuneration of the content, valid until 2027.
The APIG claims to be “open to negotiation” that allows the use of press content, “indispensable for generational AI services”, but “in a framework based on negotiated authorisation and a remuneration equal to its value”.
