Mozambique’s Minister of Health warns about budget risks

The Minister of Health of Mozambique today admitted that the state budget allocated to the sector is insufficient to cover all needs, warning that the reduction of external funding may endanger gains already achieved.

“ Nwe will have domestic budget to cover all the needs of the country”, said Ussene Isse, defending the strengthening of partnerships to fill the current funding gap of the health sector.

 

The governor spoke about the opening of the second dialogue on funding for the health sector in Maputo, where he advocated a greater mobilization of resources and a more efficient management of the funds available, in a context of fiscal space restriction and reduction of external funding.

Ussene Isse warned of the risk of Mozambique retreating from progress in areas such as HIV, malaria, tuberculosis and maternal child health, which previously benefited from support from international partners, arguing that resources now available should be used to ensure continuity of services.

“ We must always look at this component of sustainability so that the progress we have achieved is not lost,” the minister said, stressing the need to find new ways to mobilise resources for the sector.

To cope with financial limitations, Ussene Isse advocated a greater integration of health resources, criticizing the fragmentation of funding and the existence of different planning, execution and monitoring mechanisms.

According to the ruler, the fragmentation of resources can cause duplication and inefficiencies and make it difficult to respond to national priorities, so the government intends to proceed with a single plan, a single budget and a single system of monitoring and evaluation.

“ We must stop the verticalization of health resources, because verticalization brings many inefficiencies”, said Ussene Isse, defending a more coordinated use of available resources and focused on the needs of the population.

The minister also argued that the second financing dialogue should result in concrete measures, recalling that several recommendations of the first meeting were not implemented.

“ From now on we want action ", said, ensuring that the Ministry of Health will follow the implementation of decisions that are made with the partners.

On May 18, Mozambique was selected to receive around 17 million dollars (14.5 million euros) from the Pandemic Fund, to strengthen the country's response capacity to public health emergencies associated with extreme weather events, according to the Minister of Health. Financing should support the development of an operational plan for the implementation of resources.

In April, Ussene Isse advocated a joint planning of the health sector resources, including the adoption of a single plan, a single budget and a common monitoring system, as a way of improving the allocation of available resources and avoiding duplication of interventions in a context of funding reduction.
