O Mozambican government plans to admit 5,541 new officials and state officials in 2027, especially in Education, Justice, Health and Agriculture, with an estimated budget impact of EUR 19.6 million, according to the budget proposal.
According to data from the Economic and Social Plan and the State Budget (ESOE) compiled today by Lusa, the number of new admissions foreseen for 2027 represents a 39.9% increase compared to the 3,962 entries projected for 2026, while their budgetary impact increases 23.3% from the €11.335 million planned for this year to €1.399 million (€1.6 million).
Education will continue to absorb most hirings, with 2,978 expected admissions, equivalent to 53.7% of the total, mainly involving general school teachers. In this sector, the estimated budgetary impact is EUR 903 million (EUR 12.6 million), corresponding to about two thirds of the total cost of the new admissions planned for next year.
The proposal also provides for the hiring of 1,364 officials for the Justice Administration bodies, more than twice the 745 admissions planned for 2026, representing the second largest quota of new entries and an estimated cost of 240 million meticals (EUR 3.4 million).
Health should allow 598 professionals, with a budgetary impact of 161 million meticals (EUR 2.3 million), while Agriculture plans to hire 558 officials and state officials at a cost of 84 million meticals (EUR 1.2 million).
The government justifies this policy with the need to ensure essential public services, but at the same time ensure a sustainable trajectory of staff expenditure.
Among the measures announced for 2027 stands out the implementation of centralized recruitment of officials and state agents, aiming at “greater efficiency, rationality and transparency” in admission processes.
The document also provides for the maintenance of restrictions on hiring new employees, favoring the sectors of Health, Education, Agriculture, Administration of Justice and Defense and Security Forces, while for the other sectors the rule of one admission for every three exits will be applied.
The Executive shall also ensure control measures for the salary mass, including the review of the allowances allocated to civil servants, the strengthening of the control of compulsory retirements and new mechanisms for monitoring overtime, particularly in the health and education sectors.
The PESOE proposal estimates that staff expenditure will reach 222.7 billion meticals (EUR 3.1 billion) in 2027, equivalent to 12.2% of gross domestic product (GDP), less 0.9 percentage points than expected for 2026.
Of that amount, 217.7 billion meticals (EUR 3 billion) are intended for salaries and remuneration, including the new admissions for priority sectors, while the remaining five billion meticals (EUR 70.1 million) are for other staff expenditure.
