According to the document, available for consultation today at the Ministry of Finance’s portal, “international support needs in 2027 will total 52.6 billion dollars (about EUR 45.8 billion),” according to AFP news agency.

“ It is expected to mobilise resources from the European Union (EU), the G7 countries (...), the International Monetary Fund (IMF), the World Bank (WB), the United Kingdom and other international partners”, the text said.

The main expenditure sector is defence and security, with €95.9 billion planned, an increase of 11.9% compared to 2026. This amount represents 43.8% of Ukraine's Gross Domestic Product (GDP), a record piece since the beginning of the war and the highest in the world.

By comparison, Russia's military spending officially represents 5.5% of GDP in the 2026 budget and has a fall forecast in 2027, although some expenditures may be opaque, according to an analysis of the opposition newspaper Novaya Gazeta.

Ukrainian President Volodymyr Zelensky announced on Tuesday that he was planning to adopt “difficult and unpopular” measures to “cover” the budget deficit.

Ukraine, which relies largely on the financial aid of its Western allies to cope with the Russian invasion, is facing a deteriorating economic situation. For several months the country has been involved in an escalation of long-range attacks with Moscow, which has led to the early use of the resources foreseen for the rest of 2026.

The Russian attacks hit the metallurgical and agricultural exports sectors, which are fundamental to the Ukrainian economy.

According to Roksolana Pidlassa, President of the Ukrainian Parliament's Budget Committee, every day of war costs US$ 190 million (about EUR 165 million) to Ukraine, and the country is unable to bear these costs alone.

Russia invaded Ukraine on 24 February 2022.
