The Estoril Circuit Management Company is among those identified by a working group as non-strategic belonging to the State Business Sector (SEE) - which should therefore be sold. However, it is a non-binding recommendation.
O Report on the Identification of Strategic Companies in the State Business Sector class eight firms as non-strategic because they do not meet the “defined qualitative criteria and can act under market conditions without intervention” state.
The authors of the document understand that there are conditions “to define the mode and regime and the estimate of revenue” of a possible sale of them. At the top of the list, by value, is the company responsible for managing and exploring the Estoril Circuit.
The Estoril Circuit, SA, can render 6,963,311 euros to the State – that is, almost seven million euros. It is an estimate that uses the “up-to-date cash flow method as presented in the Parpública Report and Accounts, with reference to 31 December 2023”.
João Silva Lopes, Secretary of State for Treasury and Finance, explained in parliamentary committee on the last tuesday (22 july): “The Estoril Autodrome procedure will be done through a market consultation which is already announced on the Parpublica website. Market consultation is a fair, fair and totally transparent process. And that is what will be implemented.”.
Last March, the firm clarified that this market consultation procedure would respect the “constitution of a real surface right on the property” where the infrastructure is built.
It should be recalled that the Estoril Circuit, SA is 100 percent owned by the Parpublic public company, at a nominal value of EUR 10,000,000 (according to a document published at the end of 2025).
Despite being one of the most historic motor sports venues in Portugal, the Estoril Autodrome has been losing more and more relevance. He lost in modernization and adaptation to the current reality, also having some financial restraint. Still, it currently hosts the Superbike World Cup, at one of the main events of the motorized calendar in Portugal.
Mobi. And it can also be sold
There's another car company on the list: mobi. E, responsible for managing the electric charging network in Portugal. Considers the report to be worth EUR 2,588,398 – the third with the highest potential value, only behind Circuit Estoril, SA and Metrocom (which manages and exploits commercial spaces in metro stations).
