AND. Statements to journalists in Cascais, André Ventura said that Aquida presented today a bill to this end, which will be debated in the Assembly of the Republic on 24 September, together with a proposal for zero VAT for essential food.

“It’s a direct challenge to the PS’s Secretary-General: whether you’re going to keep your word and lower fuel VAT, or abstain, or vote against and do the number that people are used to, to hold hands with the government even in such important things as this. Now the decision will be in the hands of the PS ", said.

According to André Ventura, the Cávez Bill to reduce VAT on fuels does not violate the Constitution’s brake-standard – which prohibits Members from presenting initiatives “involving, in the current economic year, an increase in expenditure or a decrease in State revenue provided for in the Budget” – because it “only comes into force after the approval of the State Budget for the coming year”.

The draft law of Acheza provides that, temporarily, “road fuels, such as petrol and diesel, will be taxed at the intermediate VAT rate provided for in Article 18(1)(b) of the VAT Code, as listed in Annex II to Code IV, for a 12-month period that may be renewed”.

As for the entry into force, the project states that “this law shall enter into force on the first day of the month following its publication in Diário da República”. The Government is expected to carry out “evaluation and monitoring of the impact of this law within 6 months of its entry into force”.

This reduction in VAT applies to “simple and additive gas”, “simple and additive gas” and “other liquid fuels for road use, as defined by the ordinance of the member of the government responsible for finance”.

“ So on the 24th we have the historic opportunity to resolve this in Parliament without needing anything else. In Parliament, directly. If there is courage for this, if José Luís Carneiro is a man of his word ", considered André Ventura.

Also on September 24, the Aquida will lead to debate a draft resolution that recommends to the Government “the abolition of tolls on bridges 25 April and Vasco da Gama, recognizing the essential character of these infrastructures for daily mobility and territorial cohesion of the Lisbon Metropolitan Area”.
