O growth of the Portuguese economy will have slowed to 0.3% in chain in the third quarter and slowed to 2.5% in homologous terms, according to the barometer of CIP - Confederação Empresarial de Portugal and ISEG today released.

“ These values correspond to a relevant deceleration in the second quarter, minus 0.6 percentage points (p.p.), and a slight slowdown in the rate of growth, minus 0.1 p.p.”, reads in a statement released today.

The CIP/ISEG barometer admits some moderation of private consumption growth, “given the context of lower disposable income associated with rising fuel prices and rising financing costs”.

On the other hand, “there should be a recovery of investment indicators, taking into account the final line of implementation of the RRP. The Barometer admits a further recovery of the contribution of net external demand to the annual change in GDP, with a slower import than what will be felt in exports”.

Cited in the statement, CIP’s director-general, Rafael Alves Rocha, expressed concern at “the deepening of the fall in industrial production in August”, which decreased by 3.8% in homologous terms, and stressed that “particularly serious was the 34.5% decrease in the production of motor vehicles and components”.

The CIP Director-General anticipated risks to economic activity 2027 and identified in the State Budget proposal for 2027 a forecast of difficult-to-achieve private investment.

“ It is not possible to see, in the current external environment and in the face of the scarcity of stimulus measures, how it will be possible for private investment to accelerate, as the government expects, for a growth of more than 10% next year,” he said.

For the fourth and last quarter of the year, CIP and ISEG predict that chain economic growth will rise again, sustained by private consumption and the ride of measures such as the extraordinary pension supplement and the reduction of IRS retention rates in November by 50%.

“ In this context, the CIP/ISEG forecast for the calculation of 2026 is updated for a growth of 2.3%, in a forecast interval between 2.2% and 2.4%”, they finish.

The proposal for the State Budget for 2027, delivered this month to Parliament, foresees an economic growth of 2.3% this year.
