O report on the implementation of the General Budget of the State (OGE) for the fourth quarter of 2025 was approved today by the National Assembly with 94 votes in favour of the People's Movement for the Liberation of Angola (MPLA, in power) and 63 votes against the National Union for the Total Independence of Angola (UNITA, largest party in the opposition).
The National Front for the Liberation of Angola (FNLA), the Social Renewal Party (PRS) and the Humanist Party of Angola (PHA), all in opposition, abstained, totaling five votes.
According to the report, presented to the plenary by the Secretary of State for Finance and Treasury, Ottoniel dos Santos, the ‘stock’ of public debt (which includes government debt and government debt) was around EUR 62.18 billion (EUR 59.9 billion).
The amount recorded represented an increase of around 4% compared to the stock of the third quarter of 2025.
On 31 December 2025, the government debt stock stood at 60.23 billion kwanzas (EUR 58 billion) — 97% of the total debt — composed of 28% of the internal debt and 72% of the external debt, an increase of around 4% compared to the previous quarter.
The ‘stock’ of public companies’ debt, namely Sonangol oil and TAAG air carrier, amounted to 1.96 billion kwanzas (€1.87 billion), which according to the report reflects a “light increase” of 0,03% compared to the previous quarter.
The budgetary implementation of this period was also highlighted by the Secretary of State. However, UNITA Members considered that the report does not reflect the socio-economic reality of the country, while for MPLA it gathers results in several areas.
The OGE 2025, drawn up and proven on the basis of the average price of US$70 per barrel of oil, estimated revenues and expenditure of EUR 34.6 billion (EUR 33.3 billion).
In the last three months of 2025, revenue of 13.6 billion kwanzas (EUR 13 billion) was collected, with an annual revenue of 40%, and expenditure of 13.4 billion kwanzas was made, 39% of the annual expenditure set out in the OGE.
Expenditure on debt interest, personnel charges (paying wages and remuneration obligations) and expenses of goods and services led the burden in the period.
In view of the total volume of revenue collected in relation to the total expenditure incurred, Ottoniel dos Santos pointed out that during this period a budgetary surplus amounting to EUR 218,4 billion kwanzas (210 million).
Adriano Sapinãla, Member of UNITA, said that the report “is out of line with the reality of the country”.
The report “is unrealistic” as the Member of UNITA Agostinho Kamuango understands. However, MPLA deputy João Guerra welcomed the document and considered that it “represents reality and dreams realized”.
MPLA Member Teresa Mulumbila said, in defense of the report, that it reflects “results achieved” in the social fields, namely the building of water systems and educational infrastructures that benefit populations.
For Mrs Florbela Malaquias, her vote abstained from the “contradiction” between the financial indicators expressed in the report and the social reality of the country.
“ Its surplus is obscene compared to the social needs of the country ", criticized.
The plenary of the National Assembly also discusses the draft resolution approving, for ratification, the agreement under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biodiversity, areas beyond national jurisdiction.
At the close of the door, Members will still appreciate and vote today on Parliament's budgetary and financial implementation report for the financial year 2025 and on the resolution establishing the Parliamentary Studies Prize.
