Owarnings were made by the National Intelligence Center (CNI) of Spain to the information services of Morocco and the Delegation of the Spanish Government in Ceuta on 29 July, eve of the illegal entry of more than 70,000 people in the city, swimming or skipping the border fence.
The CNI warned of “possible attempts to enter” in Ceuta, a Spanish enclave in North Africa, during the week of the Feast of the Throne in Morocco and specifically on July 30, at 8:00 p.m.
The Feast of the Throne celebrates on July 30th the proclamation of King Mohamed VI as the Head of State of Morocco and this year the official ceremonies took place in Tetuán, less than 40 kilometers from Ceuta.
According to documents disqualified and published today by the Government of Spain, the CNI warned Morocco, the intelligence unit of the Spanish Civil Guard and the delegation of the Spanish Government in the enclave, on 29 July, to groups of WhastApp and Facebook where they circulated “several summons to carry out entrances to Ceuta both swimming and sealing, taking advantage of the celebration of the Feast of the Throne”.
“ On social networks, there is an appeal for an assault by the fence and by sea tomorrow at 20:00 (...). There are two different groups with a total of 180,000 followers. In order for you to have an idea of the extent of the dissemination”, reads a message sent at 13:52 on 29 July by an element of the CNI to the Head of Cabinet of the Delegation of the Government of Spain in Ceuta.
The same summons said, according to the CNI, that around 20:00 on 30 July there would be an “opportunity” because “the authorities” and Moroccan security forces would be occupied and “distracted with the celebration and parades” of the Feast of the Throne.
The avalanche on the sea and land border of Ceuta with Morocco began around 11:00 on July 30.
On that day, at 1:00 p.m., the Spanish Armed Forces Intelligence Center (CIFAS) already found, in a first report on what was happening in Ceuta, the negligence and passivity of Morocco’s security forces.
The CIFAS concluded that it was “very likely” that the Moroccan authorities were not “actively favoring” the avalanche, but were acting until then “in a negligent and passive way”.
“A certain level of discontent cannot be ruled out” in Morocco related to the visit of the Prime Minister of Spain, Pedro Sánchez, to Algeria on 20 July, as well as that “Moroccos try to exploit the situation generated in Ceuta for the benefit of their strategic interests,” the CIFAS added in the same document.
The Spanish Government disqualified on Tuesday and today published documents related to the illegal entry of at least 72,000 people in Ceuta at the end of July, as promised last week by the Prime Minister.
Pedro Sánchez (socialist) announced the publication of the documents in a parliamentary debate in which he denied evidence of Morocco's involvement in the entry of tens of thousands of people illegally into Ceuta and that the government had been alerted in advance to a mass entry into the pack with the size it had.
Documents were released today from July 1 to August 1, among reports and other communications, from the National Information Center, security forces and information services of the Armed Forces.
“ We have nothing to hide, we act transparently”, said the government spokesperson, Elma Saiz on Tuesday, ensuring that the government “is the first interested” to clarify what happened in Ceuta.
