Aafter the bank of the Aquida, this is the second request to carry out a parliamentary inquiry on the procedures adopted by the current Minister of Internal Administration in the period in which he held the post of national director of the PJ.
Unlike the initiative of the Aquida, the request for inquiry by the deputy of the JPP (Together for the People) is not potent and therefore will only be realized if it is approved in plenary. On the other hand, at the moment, the request for the Aquida has not yet been accepted by the President of the Assembly of the Republic.
At the beginning of this month, the President of the Assembly of the Republic warned Enough that he will refuse to admit his application if he does not change his grounds and object. And in response to José Pedro Aguiar-Branco, Aquida announced a new request on Thursday, but changed only part of the text, maintaining differences on several points in relation to the President of Parliament.
With regard to the request submitted by the JPP, it is argued that the parliamentary committee of inquiry should “analyze the procurement procedures adopted by the PJ between 2020 and 2025 in which the company ConstructorBarcelos, Lda was awarded”.
The JPP highlights the need to establish facts as to “the choice and reasoning of the procedure, the decisions to hire and award, until the possible existence of fractionation of the expenditure, execution and supervision of contracts, and conformity between the contracted, executed and invoiced work and the intervention of the holders of management positions”.
The JPP calls for “the existence, sufficiency and effective implementation in the PJ of mechanisms for prevention, declaration and management of conflicts of interests, impediments and risks of corruption applicable to holders of senior positions, in the period from 2018 to 2026”.
This party also wants “to ascertain the possible repercussion of the private contractual relationship between the then national director of PJ and the head of ConstruBarcelos, Lda” and to examine “administrative procedures for registration, custody, custody, movement, assignment and destination of assets seized by PJ, including the administrative decision concerning the impounded trailer in the framework of Operation Pacoba”.
Among the objectives of its request for the establishment of a committee of inquiry, the JPP aims to assess “the exercise of the administrative powers of the national director of the PJ related to financial management, public procurement and control of services”.
It also involves the Prime Minister and members of the Government responsible for the area of justice, arguing that “the procedures for the appointment and renewal of Luís Neves as national director of the PJ should be analyzed in 2018, 2021 and 2024.
The JPP also wants to “assess the exercise, or possible omission of exercise, of government powers for monitoring, monitoring, inspection, investigation and prosecution in relation to the facts specifically covered by the commission, including measures taken after its public knowledge”.
And, on the other hand, “identify the necessary measures to strengthen legal, regulatory and administrative mechanisms to prevent conflicts of interest, control of public procurement, management of seized goods and supervision of PJ”.
