Miguel Pinto Luz challenged the evaluations that anticipated the failure to meet the goals of the PRR, stating that there were those who, in recent months, were “almost rubbing their hands” before the possibility of the program not being fulfilled.

In the possible commission for national resilience, prevention of natural disasters and monitoring Portugal Transformation, Recovery and Resilience (PTRR), which takes place today in parliament, the minister also rejected that the completion of housing projects will depend on PTRR financing.

Asked about the effects of the PRR on the human resources of the construction sector, the ruler considered legitimate the analysis of possible delays, but recalled that this evaluation was made at a time when the completion of the program was still questioned.

“The PRR is over,” he said, adding that Portugal is now going through “the biggest cycle of public investment in recent decades.”.

According to the latest monitoring report of the plan, with figures by last Wednesday, the total payments are now at EUR 14,669 million, an increase of EUR 206 million compared to the previous week.

This figure corresponds to 67% of the amount contracted and also approved.

On 28 August, the Minister for Economic Affairs confirmed in Lisbon that PRR was fully executed, meeting the deadline agreed with Brussels.

“ The 44 reforms are complete. Portugal fully implemented its PRR”, said at the time the Minister for Economic Affairs and Territorial Cohesion, Castro Almeida, in a press conference in Lisbon.

The governor indicated that Portugal fulfilled 100% of the PRR milestones and targets, with the guarantee of more than EUR 16,000 million in grants.

However, the holder of the portfolio of the economy pointed out that the loan component, which is around EUR 5,500 million, will also be fully implemented, “except for some unforeseen occurrence”.

The RRP is intended to implement a set of reforms and investments for the recovery of economic growth.

Besides having the objective of repairing the damage caused by covid-19, this plan aims to support investments and generate jobs.
