A minister of Labor, Solidarity and Social Security, Rosario Palma Ramalho, spoke at the official inauguration of FIA Lisbon – International Craft Fair 2026, in Lisbon.

“I don’t know if tomorrow [Tuesday] specifically, but for these days we will receive the report on the sustainability of social security and we will do an analysis,” said the Labour Minister, when asked about the deadline for the delivery of the final report, which is being prepared by the working group set up by the Government to propose “measures for the reform of social security”.

According to the governor, the government will first make an “internal presentation” and then take the document to the social partners and deputies.

“ When it is timely will be published ", added.

Asked whether this report could be presented to the social partners at the next meeting of the Standing Committee on Social Concertation (CPCS), Rosário Palma Ramalho did not want to commit to a specific timetable because he has not yet received it, but stressed that if there is a “condition to bring something to that meeting it will be taken”.

Initially, the government had pointed out the end of January as a deadline for the delivery of this report, but the deadline ended up being extended due to several “countings”, having agreed that it would be handed over to the government by 30 June, the minister said during a hearing in parliament on 22 April.

The government has set up a working group to “propose measures to reform social security,” which is led by economist and professor at Nova Jorge Bravo University.

The objective of this working group is to “define sustainable strategies and concrete measures to ensure the future” of the social security system, taking into account the government’s programme, the recommendations of the Court of Auditors recently published in an audit report and the recommendations of the Green Paper on Social Security (produced by a working group appointed by the previous government).

According to the order, when setting up the working group, the final report shall contain “proposals and recommendations, including an implementation plan, performance indicators and specific short, medium and long-term targets”.

In an interview with the morning express podcast, last month, Palma Ramalho said “the reform of social security is very complex” and signaled that he does not commit to doing it “in this legislature”.
