Moçambique put 11,606,1 million meticals (161.2 million euros) in two Treasury Bonds (OT) exchanges, totaling 70.006,1 million meticals (972.3 million euros) in 16 operations this year.

According to data from the Mozambique Stock Exchange (BVM) to which Lusa had access today, the two most recent operations were completed on October 21 and involved the issuance of Treasury Bonds 2026 – 15th Series and 2026 – 16th Series.

The first operation, called OT-2026 – 15th Series, totaled 7,677.8 million methics (EUR 106.6 million) and was aimed at the exchange of the Treasury Obligations 2022 – 10th Series (OT-2022-S10), which were in circulation, partially shot down.

According to BVM's profit warning, the overall demand for the issue amounted to 7,677.8 million metrics and was fully allocated and the ratio between demand and supply in the period for the exchange of securities was 80.36%.

The second operation, corresponding to the OT-2026 – 16th Series, amounted to 3,928.3 million metrics (EUR 54.6 million) and resulted from an auction for the exchange of liabilities. In this issue, overall demand reached 3,928.3 million metrics, also allocated in full, with the ratio between demand and supply in the trading phase of liabilities at 63.35 %.

With these two new operations, the overall amount put by the Mozambican State in issues of Treasury Bonds since the beginning of the year rises to 70,006,1 million meticals, according to Lusa's calculations based on the data of BVM. The figure already largely exceeds the 34,648,8 million meticals (EUR 461 million) placed throughout the year 2025.

As in the other auctions held in 2026, the two operations completed in October had as main objective to replace short-term debt with new securities with longer maturities.

Mozambique plans to carry out in 2026 a total of 18 issues of Treasury Bonds worth 34.2 billion methicals (EUR 467.9 million), as well as nine securities exchange transactions due this year, valued at EUR 45.7 billion (EUR 625.2 million).

According to a diploma from the Ministry of Finance that regulates these operations, the issues of “Treasure Obligations – 2026” are carried out through the Mozambique Stock Exchange.

“ Under this law, the issuer may execute neutral transactions, i.e. management of its liabilities in Treasury Obligations by means of exchange auctions or repurchase transactions, without causing wear-out of the fixed emission limit, without prejudice to the Emissions Calendar,” the document says.

The diploma adds that “to allow flexibility in managing the OT portfolio, reopening auctions may be introduced, without prejudice to the Emissions Calendar”.

The official exchange auction calendar includes four 2021 issues, four 2022 issues and one 2023 issues, all due this year.

Finance Minister Carla Loveira said earlier that the sustainability of public debt is “one of the biggest challenges” of the Mozambican economy, adding that reforms are being undertaken to ensure a more sustainable management of public debt.
