A Assembly of the Mozambican Republic meets today in Maputo, in extraordinary session, to assess and vote on the proposed amendment to the state budget this year, adding 47.4 million euros gas revenue and increasing expenditure.
The proposal, which begins to be discussed by the local 09:00 (08:00 in Lisbon) and has approval guaranteed by the parliamentary majority of the Mozambique Liberation Front (Frelimo), aims to change two articles, revenue and expenditure, from the law that last December approved the Economic and Social Plan and State Budget (PESOE) to 2026.
On 26 May, the Mozambican Government approved, in the Council of Ministers, a review of the 2026 State Budget, adding 3,574 million meticals (EUR 47.4 million) of gas revenue and increasing the expected expenditure.
“ The amendment aims to strengthen the allocation for internal public investment, contributing to the mitigation of tax impacts arising from natural disasters and external shocks, as well as to ensure the sustainability of public accounts”, then announced the spokesman of the Council of Ministers, Innocent Impissa.
He added that the amendment will “increase internal resources resulting from the entry of carried-over balances from oil and gas revenues” to the amount of 3.574,6 million metrics.
“And, at the same time, the adjustment of public expenditure as a result of the increase of the internal investment component,” he said.
As a result of these amendments, the internal resources of the PESOE of 2026 go from EUR 442.952 million (EUR 5,965 million), as agreed in December, to EUR 446,527.3 million (EUR 6,013 million), corresponding to 27.3% of the Gross Domestic Product (GDP).
“ This amount is strategically channelled towards the financing of the priority actions included in the recovery and reconstruction plan as a result of the destruction in the framework of the illegal post-election demonstrations 2024-2025 and the construction and rehabilitation of post-filled infrastructure recently approved by the Government, ensuring a famous, effective and aligned response to the urgent needs for the replacement and strengthening of the country’s socio-economic resilience,” Impissa explained.
After the revision, according to the Government's proposal, public expenditure increases from EUR 520,634.2 million (EUR 7,012 million) to EUR 524,208.8 million (EUR 7,060 million), equivalent to 32.1% of GDP.

In addition to that of Italian Eni, which has already produced around seven mtpa since 2022, from the Coral Sul floating platform, which will be doubled from 2028 with the North Coral platform, in an investment of 7.2 billion dollars (6.2 billion euros).
