A minister of Labor said today that without a “low reprogramming” of the investments of the PRR under the Ministry of Labour it would not have been possible to meet the goals and ensured that no work will be left uncompleted.
“ When AD reached the government the goals of the PRR [Plan of Recovery and Resilience] were already defined by the PS Government”, but “the execution rate of the targets in the case of the Ministry of Labour was very low,” said Rosário Palma Ramalho, at the hearing in the context of the general assessment of the proposed law of the State Budget for 2027 (OE2027).
According to the ruler, “in some cases” the execution of these goals was “practically inexpressive” and there were also cases of “unrealistic” goals.
Among the examples given by the governor of low revisions were the targets for the acquisition of electric vehicles for social responses, interventional public space or interventional housing and public buildings.
The Minister of Labor indicated that this circumstance led to “several reprogramming” and admitted that without this it would not have been possible to meet the totality of the targets.
“ If we hadn’t reprogrammed, and in particular the reprogramming down, we would not have been able to meet the targets.”- he did.
On September 2, the government announced that all PRR targets under the responsibility of the Ministry of Labour, Solidarity and Social Security were met, with investments totaling €1.4 billion.
Palma Ramalho also stressed that the achievement of the goals “has had particularly relevant results” in the area of social responses, vocational training, digital skills, the creation of the Single Social Provision and the digital transformation of social security.
The Minister of Labour also ensured that none of the planned works will be concluded due to lack of funding, provided that it has already begun its execution and that they are concluded by the end of 2026, or at the latest by the end of 2027.
These works will be financed with funds from the State Budget, PT2030 or even “internal versions of the social security bodies and institutions themselves”, he explained.
Palma Ramalho also ensured that workers affected by the mission structure will maintain the contractual bond by the end of 2027, as well as “social security workers who have PRR missions”.
During the hearing, the minister also took advantage of ensuring that “the government will comply with the ruling of the Constitutional Court”, which declared unconstitutional the rule that limited the return of civil servants to the General Pensions Box after termination of duties.
Regarding unified pensions, the Secretary of State for Social Security said that there was a reduction in allocation time “from 122 days in 2024 to 25 days in 2026”.
